The scheme of Govt. higher secondary school was launched In 1987 in the result of Prime Minister, Muhammad Khan Janejo’s five point agenda. The one step of this agenda was to provide the secondary Education at the those step of the masses. The Govt. implemented the agenda and higher secondary school scheme was launched. With the initiation of this scheme the faculity of higher secondary school felt the urgent need of an association to resolve the problems of subject specialist’s community so, in this context the first association was formulated to achieve the following core objectives.
- To protect the rights of subject specialist who are associate with the association.
- To establish the service structure of subject specialist and struggle to strengthen the higher secondary school scheme.
- To develop coopration with the Govt. in formulating curriculum, preparation of text books, exam system and secondary board. Try to they proper presentation in the secondary boards assignments.
To promote the ideology of Pakistan and strengthen the ideological concepts.
- To bridge the gap between subject specialist and department.
- To establish professional link with associations within the country and abroad.
Constitution of the association
The constitution of the association was frame by the legislative committee.
As per constitution the fore more presidents were as under:

- CH. Muhammad Ameen
- Ihsan-ul-Haq Malik
- Muhammad Shabaz Waraich

Notification
SO(SE-1)-5/2002 (p).The Governer of the Punjabis pleased to approve the reorganization/upgradation of 12113 posts of schools teachers(M&F-general cadre) in BS-20,19,18 and BS-17 respectively under 4-tier structure at the ratio of 1:15:34:50 and placement of same in 4-tier structure with immediate effects as per detail given below.
Posts already placed in 4-tires structure upto 19-11-2002 Vide Govt. Notification No.SO(SE-1)1-5/2008 (P),Dated 06-01-2004 are given below in table -1
